Fraud means intentionally tricking someone to make them enter a contract. This includes lying about facts, hiding important information, making promises you don't intend to keep, or any other deceptive actions.
A sells a car to B, falsely stating it has only 10,000 km on it, knowing the odometer was tampered with. This is fraud. A promises to deliver goods but never intends to do so; this is also fraud.
